Nigeria Infrastructure Advisory Facility III

The WYG/Roughton consortium are seeking a number of skilled experts and specialists to support their bid for this DFID funded programme to provide support and technical assistance to Government and regulatory bodies in Nigeria in the following areas:

  1. The Power Sector –Support to Nigeria’s power sector reform process, including power privatisation
  2. The Federal Road Network –Improving processes for prioritization of road investments and improvements to data collection and use for asset management and road standards
  3. The Federal Capital Budget – further developing and institutionalising a standard approach, embedded with economic, social and environmental assessments, to project appraisal and selection
  4. Public Private Partnerships
  5. Borno and Yobe States in the North East – work on economic and social infrastructure and possibly public works. A challenging environment within a conflict setting which will require an innovative approach to delivery
  6. Support to Wealth Fund and Infrastructure Fund – possibly involving significant support for transactions and the need for a change in approach


We are interested in hearing from Nigerian and international consultants, preferably with experience of DFID funded programmes, with expertise at a senior leadership level relevant to the above 6 areas, and including experience of any of the following:

  • Innovative and results focussed approaches to identifying and achieving transformational goals
  • Adaptive problem solving models (to help resolve challenges that exist or may arise in the course of reform processes, quickly and effectively)
  • Technical Assistance as embedded personnel within government and regulatory bodies
  • Working successfully in partnership with governments
  • Mainstreaming poverty and gender impacts in project prioritisation and selection
  • Project preparation experience, ideally in transport or power, such as the development of feasibility studies or designs, or the provision of technical support to infrastructure development through a project management unit or similar
