Festac II appointments for Roughton in latest Nigeria successes

December 2014

As predictions for global migration from rural areas to urban industrialised areas grow to a staggering 1.5m each week1, Roughton is delighted to be playing its part in meeting demand in Nigeria. Roughton has been appointed through two separate contracts, to provide consultancy services to the Festac Phase II project.  This is an exciting project to develop land located to the West of Festac Town (Phase I) in Lagos.

Lying within two local government areas, namely; Amuwo-Odofin and Alimosho, the 1126 hectare site presents an opportunity to create a new town comprising industrial, commercial, residential, healthcare and educational development and the supporting transport infrastructure framework. The Client, New FESTAC Property Development Company (NFPDC), has been granted the concession by the Federal Government Nigeria.

Roughton will be undertaking a bankable Feasibility Study including; aspects of the masterplanning,  ground investigations, topographical survey and concept development and costings. In parallel, we will be carrying out a review of the existing draft EIA.

The principal objective of the EIA review is to verify the environmental and social compliance of the proposed Festac II project against the relevant International  Performance Standards and Nigerian legislation, ensuring the project’s robustness to comply with any future environmental and social reviews that will be conducted by International Finance Institutions signatory to the Equator Principles (EPFIs).

The map below shows the approximate area, including the existing Festac I town and the uninhabited swamp-land to the west, which will require large-scale land reclamation prior to development.
