Tonga Policy and Planning Framework Study Completed

Roughton was asked to coordinate the development of a transport policy covering roads, maritime and civil aviation. The project took 16 months and was then extended so that Team Leader, James Dent, could continue to provide ad hoc advice for another 16 months. The team began by establishing a framework for sustainable development of all parts
of the transport sector. Next, amongst other things, we provided a Handbook for project appraisal and assisting and mentoring MoT staff in the integration of policy principles into the day?to?day operations of the Ministry.

This was followed by identification of six key issues and assistance given to draft clear policy and planning positions for: basic intervention criteria for road rehabilitation works; the transport impact of a causeway or bridge linking the capital, Nuku’alofa, to Central or Eastern Tongatapu; meeting community service obligations to the remote Niua islands – improving on the fortnightly service provided by a 12-seater aircraft; a pilot scheduled evening bus service between Nuku’alofa and another settlement on Tongatapu at Apaha; options for managing the MV Otuanga’ofa – a large ro-ro ship; and options for obtaining and franchising domestic air service suppliers.

Finally, we advised on action plans to prioritise legislative and institutional reform. Moves to improve safety, and the separation of operational, regulatory and policy functions were given highest priority.
