The key objective of the asset management technical capacity development project is to strengthen the technical capacity for asset management support of the government through definition of the role of the Road Asset Management Office and the functions of the office in terms of sharing information through reporting, rolling works programmes and monitoring of construction benefits and performance.

Roughton was commissioned to improve an existing Road Maintenance Management Decision Making System (RMDS) in addition to the following:

• Establish and support the production of annual reports
• Improve technical skills for road condition data collection input into RMDS
• Improve technical skills for operating and maintaining the RMDS applications
• Develop a framework and staff training to strengthen Ministry preparation of annual work plans
• Make RMDS fully operational in the Road Data Collection and Management Unit
