Rehabilitation of 150 schools, laboratories and workshops, Romania

Client: Ministry of Development, Public Works and Housing

The main objectives of this contract were to manage the ensuing schools rehabilitation works contracts and supervise their implementation as the "Engineer", according to FIDIC Conditions of Contract for Construction, first edition 1999 and with respect to the provisions of Romanian Law 10/1995 "Quality in Construction" in the specified parameters of time, cost, quality and safety and to provide relevant training related to school laboratory and workshops rehabilitation within the 154 selected schools, financed under PHARE 2004 – 2006 Economic and Social Cohesion – Technical and Vocational Education and Training (TVET) component.

Works include architectural, structural, electrical, mechanical and sanitary works associated with the rehabilitation of existing buildings, construction of new buildings and demolishing the old unusable ones. Overall budget for all Works Contracts is 33 million EUR.

Roughton was responsible for delivering the following results:

  • High quality supervision of the works, approval of the materials, equipment and workmanship (according to FIDIC Red Book, STAS, Romanian Law 10/95 and Technical Specifications)
  • Proper accounting and recording of the progress of the works, and orderly planning of the civil works, ensuring the completion on schedule
  • Strengthening the PIUs capacity to manage regional infrastructure projects
  • Assisting RDA’s and the Employer in their specific tasks, particularly in relation to the appropriate and timely planning of disbursement of funds
