Client: Millennium Challenge Account

The Millennium Challenge Account funded the transport infrastructure projects, including sealing of 180km of roads and the rehabilitation of a further 35km of national roads, construction of bridges and river crossings. In addition to improvement of wharves, building warehouses and provision of road construction equipment. The institutional strengthening of the Public Works Department for project supervision and road maintenance throughout the eight islands of Vanuatu, is also included.

Roughton provided technical advice and support to the Government for preconstruction technical matters including review of:

• Contractor's proposed site investigations
• Design approach
• Preliminary design options,
• Environmental and social issues

Further services included:

• Acceptance of the final design
• Negotiation on behalf of the Employer of the adjusted accepted contract amount based on the final design bills
• Oversight of construction activities
• Undertaking the role of Engineer's Representative for supervision of the Design and Build contract
