Client: Ministry of Transport
Roughton was appointed to provide technical assistance to the new Ministry of Transport in Tonga, in transport policy and planning, transport economics and institutional strengthening. In particular, the following was required:
- Assist Ministry to develop an improved policy planning and legislative framework for the transport sector
- Formulation of strategic principles for the transport sector
- Policy positions on key sector issues for consideration
- Facilitate a consistent multi-modal approach to key policy and planning issues within the Ministry
- Assist the Ministry to develop a first generation Transport Policy Framework, Transport Strategic Directions Statement and prioritised three year action plan
- Assist the Ministry to develop a program of legislative reform in the transport sector
- Strengthen the capacity of the Ministry in policy analysis, strategic planning and project appraisal, and medium term sector development plans
