The project is aimed at relieving traffic congestion on Colombo city roads serving the port, as well as improving freight movement.

Roughton was employed to review studies that had previously been undertaken and implement additional studies and surveys of the freight movement and demand in and out of the port. In addition, studies and surveys of the following were required:

• Existing infrastructure
• Candidate dry port/ICD sites 
• Rail infrastructure and operational requirements
• Road links and logistics upgrading
• Environmental and social impact
• Economic evaluation
• Review of PPP options for implementation 

• Public Private Partnerships
