Southern transport development project, Sri Lanka

Client: Road Development Authority

Originally a construction supervision project for 60km of tolled new expressway from Galle to Matara as part of the Southern Expressway, plus a link road to Galle Port. The works were the first phase of an Expressway, ultimately of six lanes including 22 bridges and tolling facilities.  The road alignment passes through very difficult geology, with deep cuts through highly variable tropical soils and young rock, with sections between across swamp with deep deposits of compressible materials. The scope of civil works was later renegotiated to 35km of four lane carriageway.

Roughton carried out the following, which resulted in a number of cost-saving changes for the Client:

  • Design review and value engineering assessment
  • Supervision of the works including quality control, measurement and payment
  • Specialist advice for construction of embankments over soft or very soft and compressible ground
  • Review of the proposed 'closed' tolling system
  • Design of ramps and tolling station areas
