The project was to upgrade a single lane road to a two lane road in total hilly terrain in Sikkim, under two contracts executed under FIDIC contract conditions.

Roughton was employed as the 'Engineer' for the construction supervision services for construction of 34.2km roads. The services included:

• Continuous supervision of the contract works
• Quality control and quality assurance
• Road safety audit
• Measurement and payment
• Training of the funding agency's Project Implementation Unit
